Advancing Terra Classic: BLV Labs Completes Development of Wallet Whitelisting Module

The Terra Classic ecosystem continues to evolve, and the latest progress comes from development team BLV Labs, which has just completed the technical implementation of a key feature requested by the community: the wallet whitelisting module.
This initiative is part of Proposal #12161, approved by the Luna Classic community, and now fully implemented and tested on the Terra Classic testnet. The feature allows flexible tax exemption management, enabling the governance to whitelist wallets โ especially those from centralized exchanges or partners โ to be excluded from on-chain tax mechanisms applied to the native token LUNC and potentially USTC in future use cases.
What Is Proposal #12161?
Proposal #12161 introduces a whitelist mechanism for managing tax-free addresses within the Terra Classic network. This capability is particularly useful for centralized exchanges such as Binance (two-way tax exemption) and CoinInn (one-way exemption), who may require tax exemptions for internal wallet operations or liquidity movement.

Successful Testnet Implementation
BLV Labs has rigorously tested the module on the rebel-2 testnet, verifying that exempted addresses function as intended โ both for incoming and outgoing LUNC transactions.

These tests confirm that the logic introduced by the new TaxExemption Module can flexibly accommodate the needs of the community without compromising the core on-chain economic model.
What Does the Module Do?
The new tax exemption module adds a full set of functionalities to the Terra Classic L1 codebase:
- Add, modify, or delete exemption zones
- Add or remove wallets associated with those zones
- Check if a given transaction should be exempt from tax
This logic allows community governance to manage tax rules dynamically – for example, ensuring partners, exchanges, or smart contract systems that require tax-exempt flows can be integrated without friction.

Code Merged into Terra Classic
The source code developed by BLV Labs has now been merged into the official Terra Classic GitHub repository, under version tag:
