Additional Funding Request for IBC Unfork & Security Patches Work

This proposal seeks validator and community approval for an additional $2,000 USD to compensate for extra development efforts included in the `v3.4.0` software upgrade.

• Extra Development & Testing: Additional effort was required to test locally and on testnet to ensure a successful and stable upgrade before deployment.
